Billing is based on actual usage, calculated per second. Partial hours are billed only for the seconds consumed, ensuring you pay exactly for what you use. Only apps running in Production mode are billed. For example, a 2-hour live stream with an app containing three elements costs 2x3x$0.065 = $0.39.
